DICOM project launched!

I am happy to announce that a Ruby DICOM project has been launched! DICOM is a standard that is widely used throughout the world for saving and transmitting image data from medical equipment. The library only supports reading files at this stage.

The good news is that the included IRC example bot, logger, is no longer broken. The better news is that the library now allows for joining a channel with a password. The bad news is that people who used the outgoing join event handler have to fix their code slightly (to accommodate the new argument).
